A Note from the Editor

Hello neighbors! How is everyone holding up in this "March Madness"?

If you feel like the city has suddenly doubled in population, you aren’t imagining it. Between the first full week of school and the thousands of visitors arriving for convention week, Panama is buzzing with energy. Personally, I love this time of year—the "Verano" breezes are still going strong, the sun is out, and there is always something happening. This week, while some of us are closing deals in the capital, others are already packing their bags for Chiriquí. Wherever you are, here is what’s on the radar to help you navigate the week!

🎯 Spotlight Analysis – The "45-Day Rule"

Is Your Condo Investment Legal? The March Rental Crackdown

If you own an apartment in Panama City or are hosting guests this week, you need to be aware of a specific local regulation: Law 80. With the surge of visitors for Expocomer, the Tourism Authority (ATP) has launched a new wave of inspections across the capital.

What is the rule? In Panama City, it is illegal to rent out a residential property for less than 45 days unless the building has a specific "Commercial Tourism" license. This often catches expats off guard who assume they can list their spare room on Airbnb while they are back home for the summer.

Why is this a hot topic right now?

  1. High Season Enforcement: March is the busiest month for hotels. To protect the industry, the ATP ramps up inspections to ensure short-term visitors are staying in licensed accommodations.
  2. The "Neighbor" Factor: Many condo (PH) administrations in areas like Avenida Balboa and Costa del Este are now actively reporting "suitcase traffic" to the authorities to avoid wear and tear on common areas.
  3. The Risks: Fines for owners can range from $5,000 to $50,000. Furthermore, the ATP is now holding building administrations legally accountable if they knowingly allow short-term rentals in residential towers.

What should you do?

  • As an Owner: Always check your building's internal bylaws (Reglamento de Copropiedad). If it says "Residential Only," avoid platforms like Airbnb or VRBO for stays under 45 days.
  • As a Tenant/Visitor: If you are looking for short stays, seek out "Condo-Hotels" which are legally zoned for tourism.
